Compliance Report — September 2025

The Compliance Department remains actively engaged with the growing number of Project Labor Agreement (PLA) projects across Los Angeles County. While our goal is to always see union-signatory contractors win these bids, public bidding laws and other factors sometimes result in work being awarded to non-union contractors. When that happens, these PLA/PSA contractors are still required to hire union members.

That’s where our work begins. Much of our department’s time is spent guiding these contractors through union procedures—everything from placing job calls correctly to ensuring timely benefit reporting and paying our members properly and on time. Our priority is making sure your experience on these jobs is seamless and compliant.
